Cumber’s “Soft Power” at OIC no match for Hard Threats against any criticism of Islam

Muslims Nations: Defame Islam, Get Sued?

The Muslim world has created a battle plan to defend its religion from political cartoonists and bigots.

Concerned about what they see as a rise in the defamation of Islam, leaders of the world’s Muslim nations are considering taking legal action against those that slight their religion or its sacred symbols. It was a key issue during a two-day summit that ended Friday in this western Africa capital.

The Muslim leaders are attempting to demand redress from nations like Denmark, which allowed the publication of cartoons portraying the Prophet Muhammad in 2006 and again last month, to the fury of the Muslim world.

The report urges the creation of a “legal instrument” to crack down on defamation of Islam.

Though the legal measures being considered have not been spelled out, the idea pits many Muslims against principles of freedom of speech enshrined in the constitutions of numerous Western governments.

“I don’t think freedom of expression should mean freedom from blasphemy,” said Senegal’s President Abdoulaye Wade, the chairman of the 57-member Organization of the Islamic Conference. “There can be no freedom without limits.”

Delegates were given a voluminous report by the OIC that recorded anti-Islamic speech and actions from around the world. The report concludes that Islam is under attack and that a defense must be mounted.

“Muslims are being targeted by a campaign of defamation, denigration, stereotyping, intolerance and discrimination,” charged Ekmeleddin Ihsanoglu, the secretary general of the group.

The report urges the creation of a “legal instrument” to crack down on defamation of Islam. Some delegates point to laws in Europe criminalizing the denial of the Holocaust and other anti-Semitic rhetoric. They also point to articles within various U.N. charters that condemn discrimination based on religion and argue that these should be ramped up.

“In our relation with the western world, we are going through a difficult time,” Ihsanoglu told the summit’s general assembly. “Islamophobia cannot be dealt with only through cultural activities but (through) a robust political engagement.”

The International Humanist and Ethical Union in Geneva released a statement accusing the Islamic states of attempting to limit freedom of expression and of attempting to misuse the U.N.

Human Rights Watch said in a statement that objectionable depictions of the Prophet Muhammad do not “give them the right under international human rights law to insist that others abide by their views.”

Hemayet Uddin, the lead author of the OIC report and head of cultural affairs for the group said legal action is needed because “this Islamophobia that we see in the world has gone far beyond a phobia. It is now at the level of hatred, of xenophobia, and we need to act.”

A new charter drafted by the OIC commits the Muslim body “to protect and defend the true image of Islam” and “to combat the defamation of Islam.”

To protect the faith, Muslim nations have created an “observatory” that meets regularly to monitor Islamophobia. It examines lectures and workshops taking place around the world and prints a monthly record of offensive content.

But some of the summit’s delegates said a legal approach would be over the top.

“My general view would be that the confrontational approach is one my country would avoid,” said Bangladeshi Foreign Minister Iftekhar Chowdhruy. Bangladesh is 90 percent Muslim.

While the Muslim world worries about the image of Islam in the West, the U.S. envoy to the OIC attended the summit to try to tackle the thorny question of America’s image among Muslim states.

Sada Cumber calls his campaign the “soft power” of the U.S. – an effort to find common ground with Muslim nations by championing universal values the U.S. holds dear like religious tolerance and freedom of speech.

“America has a deep respect for the religion of Islam,” Cumber told The Associated Press. “The freedom of faith that we exercise, that we enjoy in America, that is also a very important aspect of the American core values. Anyone who wants to practice any faith is never stopped or discouraged…”



Iran objects to Cumber: Not Dhimmi Enough!

Cumber met with OIC a week ago and got his marching orders from OIC Secretary Ekmeleddin Ihsanoglu : “World Muslims expect the US to depict the real image of Islam in the American society.”

Bush has impossibly tasked Cumber to show what a friendly free place the U.S. is for Muslims; but the OIC’s goal is to make the U.S. an Islamic state, not to support freedom. Bush and Cumber’s naivete, ingenuousness, and fecklessness know no bounds.

Here is Mr. Ekmeleddin Ihsanoglu on the left, in an earlier meeting with his favorite OIC colleague from Iran:


Of course there’s a trade-off for letting Cumber sit on the sidelines while the OIC grown-ups make the decisions. Ihsanoglu has given him his homework – to make sure the U.S. depicts the “real” image of Islam in American society.

“Real” image of Islam for the OIC means simply this – any criticism of Islam, or of sharia law, or of Islamic states is not permitted and is not the “real” image of Islam – it’s Islamophobic, and the OIC has called for “deterrent punishments” for the dreaded Islamophobia (“worst kind of terrorism” according to the OIC).

Cumber’s “Special Envoy” job at the OIC is a farce populated by blind men. Bush is trying to be a dhimmi on the cheap, without having to pay the full price. Either submit fully as demanded below by the Iranians, and go full bore with the new Islamic States of North America, or resist already. This dithering farce with Cumber is doomed to failure, and in short order too, and rightly so.

Iran criticizes US intervention in OIC affairs

Riyadh, March 6, IRNA – Iran’s Ambassador to the Organization of the Islamic Conference (OIC) Mostafa Boroujerdi said on Thursday that appointment of US special envoy to OIC Sada Cumber ran counter to governing rules and regulations of OIC.

The US is not a permanent member or an observer at the OIC, therefore, its presence in the body among 57 Islamic countries has no justification and violates the OIC rules and regulations.

Every Islamic country should pass a long legal process and formalities to become an observer member but the US has made no efforts to this end, he said.

The US seeks to correct its tarnished image among Muslims specially after the September 11 events which led to their attacks on Afghanistan and Iraq , he said.

The new US envoy at OIC met on Wednesday with OIC Secretary Ekmeleddin Ihsanoglu to outline his programs.

In the meeting, Ihsanoglu said world Muslims expect the US to depict the real image of Islam in the American society.

Cumber in Dakar: Will he protest Imposing Shari’ah Law in non-Islamic states?

cumberconferenceHere’s another query for Mr. Cumber for his trip as Special Envoy to the OIC conference on March 13 and 14 – another part of the OIC Ten Year Plan that he’ll be asked, as Special Envoy, to approve with his dhimmified silence: to impose the inhumane Cairo Declaration of Human Rights in all non-Islamic states:Cumber2

Call upon the Islamic Conference of Foreign Ministers to consider the possibility of establishing an independent permanent body to promote human rights in the Member States, in accordance with the provisions of the Cairo Declaration on Human Rights in Islam and to also call for the elaboration of an OIC Charter for Human Rights. Introduce changes to national laws and regulations in order to guarantee the respect of human rights in Member States.

3. Mandate the OIC General Secretariat to cooperate with other international and regional organizations to guarantee the rights of Muslim Minorities and Communities in non-OIC Member States, and promote close cooperation with the Governments of the States hosting Muslim communities.

So the OIC will get international organizations to guarantee the rights of Muslim minorities in non-OIC member states….using the anti-human rights Cairo Declaration on Human Rights as the guide.

Here are specific items from the Cairo Declaration that Mr. Cumber is about to assent to, with his silence:


1. From the preamble…this makes it clear the OIC considers the Cairo Declaration to dominate any mere nation’s Constitutional declaration of rights or liberties…

Believing that fundamental rights and freedoms according to Islam are an integral part of the Islamic religion and that no one shall have the right as a matter of principle to abolish them either in whole or in part or to violate or ignore them in as much as they are binding divine commands, which are contained in the Revealed Books of Allah and which were sent through the last of His Prophets to complete the preceding divine messages and that safeguarding those fundamental rights and freedoms is an act of worship whereas the neglect or violation thereof is an abominable sin, and that the safeguarding of those fundamental rights and freedom is an individual responsibility of every person and a collective responsibility of the entire Ummah

2. From Article 2 – Cumber must assent that life can be taken for any Shari’ah reason, which includes blasphemy, apostasy, homosexuality, adultery, any criticizm of Islam, etc etc :

(a) It is the duty of individuals, societies and states to safeguard this right [of life] against any violation, and it is prohibited to take away life except for a shari’ah prescribed reason.


(d) Safety from bodily harm is a guaranteed right. It is the duty of the state to safeguard it, and it is prohibited to breach it without a Shari’ah-prescribed reason

Is Female Genital Mutilation a Shari’ah-prescribed reason? Mr. Cumber must remember to ask his hosts.


3. From Article 7 – Mr. Cumber will now agree that Muslims in the U.S. and Europe MUST educate their children within the limits of Shari’ah, and disinherit their daughters (who receive only 1/2 of a son’s inheritance) as enforcers of Sharia law:

b) Parents and those in such like capacity have the right to choose the type of education they desire for their children, provided they take into consideration the interest and future of the children in accordance with ethical values and the principles of the Shari’ah.

(c) Both parents are entitled to certain rights from their children, and relatives are entitled to rights from their kin, in accordance with the tenets of the shari’ah

4. In Article 9, Cumber must assent that the U.S. and European states will enforce the teaching of Islam, not the separation of mosque and state:



(a) The seeking of knowledge is an obligation and provision of education is the duty of the society and the State. The State shall ensure the availability of ways and means to acquire education and shall guarantee its diversity in the interest of the society so as to enable man to be acquainted with the religion of Islam and uncover the secrets of the Universe for the benefit of mankind.

5. In Article 10, Cumber must agree that apostasy from Islam is made a “non-right”:


Islam is the religion of true unspoiled nature. It is prohibited to exercise any form of pressure on man or to exploit his poverty or ignorance in order to force him to change his religion to another religion or to atheism.


6. Article 12 requires Mr. Cumber to agree to open immigration required for all refugees, but not if you’re an apostate, a convert to Christianity or a woman fleeing her “honor killers” or female genital mutilation, because those are crimes under Sharia:

Every man shall have the right, within the framework of the Shari’ah, to free movement and to select his place of residence whether within or outside his country and if persecuted, is entitled to seek asylum in another country. The country of refuge shall be obliged to provide protection to the asylum-seeker until his safety has been attained, unless asylum is motivated by committing an act regarded by the Shari’ah as a crime.

Bush, Rice and Cumber have given this document the tacit approval of the United States – and taken on the responsibility for bringing its terms of surrender to our homeland.

Cumber in Dakar on March 13-14: Will He Protest the OIC Plans for Imposing “Islamophobia” Punishments?

Cumber goes to Dakar on March 13-14. He’s your “Special Envoy,” America. What would you have him do? Acts of resistance or acts of dhimmitude?



Here’s the conference he’ll be attending: From the OIC press release announcing Cumber’s new position:

“The Secretary General invited the US Special Envoy to the 11th OIC Summit to be held in Dakar on 13-14 March 2008. Mr. Sada Cumbers expressed his gratitude to be invited and accepted the invitation.”

And what will that 11th OIC Summit address, with the acquiescence of Mr. Sada Cumber?

Islamic Summit Agenda Focuses on Four Items
The agenda for the upcoming 11th Session of the Islamic Summit Conference to be held in Dakar, Senegal on March 13-14, 2008 will focus on four items:

  • implementation of the OIC Ten-Year Program of Action,
  • adoption of the revised OIC Charter, and
  • two brainstorming sessions on
    • economic cooperation among Member States especially African, and
    • knowledge-sharing among Member States.

Accompanying activities to the Summit include the first NGO and civil society conference by the OIC scheduled for March 7-8, and another conference on science and technology organized by the Senegalese Ministry of Higher Education also on March 7-8. There will also be some exhibitions by the subsidiary, specialized and affiliated institutions of the OIC including an exhibition by the Research Center for Islamic History, Art and Culture (IRCICA) of Quran copies, Islamic manuscripts and calligraphy as well as a photograph exhibition of Al-Quds and another exhibition on Senegal. As of to date, 42 Heads of State confirmed their attendance to the Summit.

Let’s look a little at that first item – the 10 Year Plan of Action , and for this evening, just Planning Task number VII (but DO come back tomorrow, for there are so many more pernicious 10 Year Actions being Planned here for Mr. Cumber to resist – or to submit to in dhimmitude):

VII. Combating Islamophobia

1. Emphasize the responsibility of the international community, including all governments, to ensure respect for all religions and combat their defamation.

2. Affirm the need to counter Islamophobia, through the establishment of an observatory at the OIC General Secretariat to monitor all forms of Islamophobia, issue an annual report thereon, and ensure cooperation with the relevant Governmental and Non-Governmental Organizations (NGOs) in order to counter Islamophobia.

3. Endeavor to have the United Nations adopt an international resolution to counter Islamophobia, and call upon all States to enact laws to counter it, including deterrent punishments.

4. Initiate a structured and sustained dialogue in order to project the true values of Islam and empower Muslim countries to help in the war against extremism and terrorism.

So there’s the usual equation – trade a meaningless “dialogue” with Islamic states about “projecting” about “empowering” about “helping” against extremism and terrorism, for real deterrent punishments for Islamophobia (which is the Sharia Law requirement that any criticism of Islam be punished). It’s that equation – sacrifice U.S. citizens’ actual First Amendment rights in return for false promises from Islamic fascists – that Bush, Condi and the Muslim Brotherhood all can agree on.

But will Mr. Cumber do the right thing, or will he submit?

So readers, give your Special Envoy his instructions: Should he support this task for “deterrent punishments” against any criticism of Islam (Islamophobia), and if so, what punishments should Mr. Cumber support to be imposed on us all? Execution, hand-chopping, or just a little prison time and a hefty fine?

Emphasis again: This “Action Plan task” is the imposition of the Sharia Law code requiring punishment for all who criticize Islam, not just in totalitarian Islamic states, but in “all States.” That means the United States for our OIC Special Envoy, Mr. Cumber.

Silence means assent. Silence means submission.

Schwartz on Cumber as an Ismaili…tiny silver lining on a big Dhimmi cloud

Stephen Schwartz just gets it wrong here, and he’s often good on aspects of Islamism and dhimmitude (not on Kosovo and Bosnia but occasional other topics). From The Weekly Standard, who also should know better.

On the appointment of Cumber to the OIC, this is just ingenuous. Given the policies and statements from the Bush White House, State Department, the OIC and Cumber himself, this seems to be irresponsible “optimism.” The fact that Cumber is an Ismaili is the slimmest of silver linings to the huge cloud of dhimmitude of our paying obeisance to the OIC through his appointment.

Meet Sada Cumber
Bush’s appointment to the Organization of the Islamic Conference.

ON MONDAY, MARCH 3, the first U.S. special envoy to the Organization of the Islamic Conference (OIC), which brings together 57 Muslim countries, took up his duties. Named by President George W. Bush, America’s new diplomat to Muslims is Pakistan-born Sada Cumber of Austin, Texas. Cumber is the co-founder of an investment and wealth consultancy, CACH Capital Management, and some 10 other enterprises. Cumber’s official job at the OIC is “to promote mutual understanding and dialogue between the United States and Muslim communities around the world.”

Born in Karachi in 1951, he was educated in Pakistan, came to America in 1978, became a U.S. citizen in 1986, and has been prominent in Texas politics. But these details of his life–even his identification with the president’s home state–are of little interest compared with a remarkable fact that does not appear in his U.S. government biography. Sada Cumber is an Ismaili Muslim–a member of a small and historically suppressed branch of Shia Islam.

When President Bush announced last June that he would send a U.S. representative to the OIC, some observers wondered how an American Muslim would function in a body that has long been dominated by Saudi Arabia and Iran. Having selected an Ismaili for the post, President Bush proved to be astute and adroit. Because Ismailis have suffered discrimination at the hands of Sunnis, and especially Islamist bigots, to draw America’s observer at the OIC from their ranks represents a substantial challenge to the radicalism and conformism imposed on global Islam. It affirms the rights of Muslim minorities including Sufis, or spiritual Muslims, as well as Shias, just as America has advocated for the freedom of non-Muslims in Islamic lands. Ismailis have been brutally mistreated in the Saudi kingdom, where they are few but, as elsewhere, well-educated and vocal in demanding respect.

Once the rulers of Cairo, Ismailis are distributed today in small communities across the Middle East, Central Asia, and the Indian subcontinent. They total about 25 million people, out of 1.2 billion Muslims. Their religious leader is Aga Khan IV, their Imam, a billionaire born in 1936, known for his family’s worldly ways as well as his own generosity in public good works. Aga Khan’s father Aly Khan was wed in 1949 to the actress Rita Hayworth, who had previously been romantically involved with another larger-than-life figure, Orson Welles. Aly Khan’s marriage to the movie star lasted only four years. But Aly Khan also became Pakistani ambassador to the United Nations, in 1958, when the Muslim world was less afflicted by fundamentalist extremism.

Ismaili theology is esoteric and almost as difficult to explain to ordinary Muslims as to non-Muslims. In the recent past, Ismailis were often seen as drifting away from Islam altogether, but Shia leaders now perceive a movement in the Ismaili sect back toward an established Shia tradition. Further, Aga Khan IV, as leader of the worldwide Ismaili community, has also demonstrated great intelligence in the use of his fortune. The Aga Khan Development Network (AKDN) operates a system of agencies that finance improvement of education, health, microcredit availability, agricultural technology, historic preservation, and cultural endeavors across Africa and Asia. But AKDN help is not limited to Muslims; rather, it benefits members of all religions who are found to be in need.

In addition to his work within the American Ismaili religious community, Sada Cumber, Bush’s OIC appointee, has represented the Aga Khan’s humanitarian programs in the southwestern United States. In sending an American Muslim to the OIC who stands for independence in Muslim theology, entrepreneurship as well as social responsibility in the use of Muslim wealth, and a strong pro-Western attitude, Bush has brought another small but positive change to relations between the West and the Islamic world. Throughout history, and especially in crisis zones, minor developments have had great consequences. Perhaps the appointment of a U.S. representative to the OIC in the person of Sada Cumber will prove to be another such decisive and meaningful action.

Our Man in the OIC

The Organization of the Islamic ConferenceThe United States has appointed a presidential envoy to the Organization of the Islamic Conference, and the OIC speaks approvingly of him.

I don’t know about you, but that makes me nervous. And President Bush, in announcing the appointment on February 28th, did nothing to alleviate my nervousness.

According to The Austin American-Statesman:

President Bush tapped Austin technology executive Sada Cumber on Wednesday to represent the United States to Muslims around the world.


“The core of his mission,” Bush said in announcing the appointment, “is to explain to the Islamic world that America is a friend – is a friend of freedom, is a friend of peace, that we value religion.”


Bush said part of Cumber’s role will be to correct misperceptions about the United States. “A lot of people love America, don’t get me wrong,” Bush said. “After all, there’s a lot of people trying to come here because of what we stand for. But we’ve got work to do in certain areas.”

I respectfully disagree. The core of Mr. Cumber’s mission – or the mission of any American envoy or ambassador – is to represent the interests of his country to his host organization or country. Nothing more, nothing less.

And what work do we have “to do in certain areas”? This sounds rather ominous. Is it now time to regulate “hate speech” about Islam, the way the European governments do?

In any case, we’ve got no business trying to prove our friendship to Muslims. That’s a real monkey trap, and we’ll be left standing there like idiots with our hand stuck in the jar while the Caliphate is constructed around us.

We’ve no need to explain anything to do to Islam; Islam has some explaining to do to us.

They can start by explaining the discrepancies between the pious English-language platitudes uttered at the UN and the “death to infidels” rhetoric shouted to the crowds at home in Arabic.

They can explain why their clerics issue death fatwas against people who draw cartoons, make movies, or publish books.

They can explain why they demand more mosques and special accommodations in Western countries when no one can build a church or read a Bible in Saudi Arabia.

And that’s just for starters.

A point in his favor is that Mr. Cumber is an Ismaili, a member of an Islamic sect that has often been persecuted by Sunni Islam. His appointment also received glowing approval from the World Muslim Congress, which has observer status at the OIC.

But what is the World Muslim Congress? You can spend hours searching the internet for information on the organization and find nothing very alarming – it is a recognized NGO at the UN, has chapters all over world, and has gone on the record repeatedly with laudable sentiments against the excesses of Islamic radicals, including CAIR.

But the World Muslim Congress (Motamar Al-Alam Al-Islami) was founded in 1926Haj Amin al-Husseini, the Grand Mufti of Jerusalem. In 1931 Sheikh al-Husseini became the first president of the organization.

The Grand Mufti, as you will recall, was also an admirer of the Nazis, and assisted the Reich during World War Two. He was greeted as friend by Hitler and Himmler in Germany, and enthusiastically discussed with the Nazi leaders their plans for the extermination of European Jewry.

So I’m still nervous.

The OIC Secretary General receives the US Special Envoy to the OIC

The US Special Envoy to the Organization of the Islamic Conference (OIC) Mr. Sada Cumber called on the OIC Secretary General Prof. Ekmeleddin Ihsanoglu at the latter’s office today on March 5, 2008. Mr. Cumber is appointed last week as the Special Envoy of the USA to the OIC by US President Mr. George W Bush following his announcement made in this regard in June 2007 while delivering a speech at the Islamic Center of Washington.

The appointment is a part of the US President’s effort to strengthen USA’s friendship with the Muslim Community worldwide.

The Secretary General appreciated the initiative of the USA to reach out to the Muslim World in a positive manner and underlined Mr. Cumber’s appointment as a significant step towards having respectful and meaningful dialogue and continued friendship between the Muslim World and West.

The Special Envoy informed the Secretary General that he enjoys a direct mandate from the President to find out the ways and means of cooperation with the OIC and its Member States especially within the framework of the OIC Ten Year Program of Action. He sought the guidance and suggestions from the Secretary General and his staff for making his endeavor a success. He said that the USA is fully committed to engaging itself with the Muslim World in order to enhance the friendly relationship towards eliminating the misgivings and misperceptions about each-other.

The Secretary General said that the OIC expects the Special Envoy to exert sincere efforts to project the true image of Islam in the US Society and convey the views and expectation of the Muslim World on various issues to the US public opinion. Mr. Cumber said that this would be one of the major thrusts of his assignment as the Special Envoy and his office would be in constant touch with the OIC for furthering the cooperation in a concerted manner.

The Secretary General invited the US Special Envoy to the 11th OIC Summit to be held in Dakar on 13-14 March 2008. Mr. Sada Cumbers expressed his gratitude to be invited and accepted the invitation.

The meeting ended with the Secretary General and the Special Envoy giving a short audience and briefing to the Press.

President Bush is friendly with any Muslim who sits atop a trillion barrels of oil. But who else?

We know the meaning of “respectful and meaningful dialogue”. The Motoon crises, the fate of Theo Van Gogh, and the treatment of Geert Wilders have taught us that.

Dialogue is respectful and meaningful when it never, ever says anything critical or insulting about Islam.

The “true image of Islam”? What is truth?

And especially: what is Islamic truth? Is it told by Islam itself?

What if I say this: “Hundreds of millions of people have been slaughtered and enslaved by Islam since the 7th century, and many thousands more are killed every year in the name of the Prophet.”

Is that true? Does it project a true image of Islam?

If not, then I guess Pilate was right.

And, by the way, I’m still nervous.
